This is a short list on purpose. Only three sit-down places passed our two-source check for an evening out: Cognoscenti and India Gate in Belgrave, and The Hungry Hiker Indian and Nepali Restaurant in Tecoma, next door.
We checked each against its own website and the Australian Good Food Guide, and OpenStreetMap where it has an entry. Only Cognoscenti has menu prices on this page. Check with the venue before you book.

Cognoscenti — 1628A Burwood Highway, Belgrave VIC 3160
Cognoscenti suits a date where you want to share a few things from the menu. Its site lists hours of Monday to Saturday from 5pm until late, and Sunday from 11:30am to 2:30pm and again from 5pm until late. AGFG lists it as Child Friendly. The menu prints Chips at $14, Flatbread at $10 and Cheesecake at $17.

India Gate — 1644 Burwood Highway, Belgrave VIC 3160
India Gate is an Indian restaurant on Burwood Highway. Its site lists Wednesday to Sunday from 5PM to 9PM and Monday and Tuesday closed, while the OpenStreetMap tag lists 17:00 to 22:30 every day. The two differ, so call before you go. AGFG lists Child Friendly, BYO, Takeaway and Alfresco Dining, and its site says it makes space for dogs. This page prints no prices for it.
Talk-ability: Nothing we copied mentions music, but this page has no accessibility details for India Gate either, so ask when you book.
The Hungry Hiker Indian and Nepali Restaurant — 1563-1565 Burwood Highway, Tecoma VIC 3160
The Hungry Hiker is in Tecoma, next to Belgrave, on Burwood Highway. Its site lists dinner Tuesday to Sunday from 5:00pm to 9:30pm. AGFG lists BYO and Takeaway. Its details may have changed, so confirm it is trading before you travel, and note this page prints no prices for it.
Exit plan: It is outside Belgrave proper, so sort out your way home before you book.
